The Hudson Valley Regional Council (HVRC) was created under Article 5-G of the New York State General Municipal Law, as a joint undertaking by its original member counties--Dutchess, Orange, Putnam, Rockland, Sullivan, Ulster, and Westchester. As such we are considered a municipality/local government.
Having a limited staff and budget, the HVRC relies upon its member counties and other partners--local, regional, statewide, and federal--to provide assistance in supporting our local initiatives and projects. Please view our Partners page for further information.
