Articles of Agreement
The Hudson Valley Regional Council was created under Articles of Agreement in 1977, within the context of the NYS General Municipal Law, Article 5-G (NYS Local Government Handbook, pgs 159, 164, and 165).
By-Laws
The Hudson Valley Regional Council operates under by-laws adopted by the Board of Directors.
Board of Directors
The Hudson Valley Regional Council has a board of directors membership of up to 33 members from its member counties--Dutchess, Orange, Rockland, Sullivan, Ulster, and Westchester.
Operating Revenue
The Hudson Valley Regional Council is partially supported by county membership dues, along with state and federal grants.  Member counties are Dutchess, Orange, Rockland, Sullivan, Ulster, and Westchester.
